Stationery tenders and requests for quotation (RFQs) are how government departments, municipalities, schools and state entities buy paper, pens, files and office consumables. Small businesses that supply stationery tenders need accurate prices from wholesalers before they can bid. StationerySupplies.co.za is a free quote service, not a tender bulletin: we do not publish or award tenders. You send your bill of quantities and we pass it to independent stationery suppliers, who quote you directly so you can price your bid. There is no fee or obligation.

How stationery tenders and RFQs work

Public bodies buy under the PFMA, the MFMA and their own supply chain management policies. Lower-value purchases are usually done by written price quotations, often sent to suppliers on the Central Supplier Database. Higher-value or term contracts, such as supply and delivery of stationery for a year, go out as competitive bids, typically advertised on the National Treasury eTender portal and in the entity's own channels.

Most bids are scored on price and specific goals under the preferential procurement regulations, using an 80/20 or 90/10 split depending on value. Functionality, such as delivery capacity, may be scored first.

Documents you need to supply stationery tenders

Missing paperwork is the most common reason a bid is disqualified. Have these ready:

  • CSD registration: an active Central Supplier Database profile and supplier number
  • Tax compliance: a SARS tax compliance status PIN or CSD showing you are tax compliant
  • B-BBEE: a valid certificate, or a sworn affidavit for qualifying small enterprises
  • SBD forms: the standard bidding documents in the pack, such as the invitation to bid, pricing schedule, bidder's disclosure and preference points claim
  • Municipal bids: MBD forms and proof that municipal accounts are not in arrears
  • Company registration documents and a bank confirmation letter

Pricing a stationery bid

Your price schedule must match the specification line by line: grade, size, page count, colour and pack size. Get firm supplier quotes for every line, add delivery and your margin, and show VAT at 15% if you are VAT-registered. Check how long the bid must stay valid, often 90 days or more, and ask suppliers whether their prices will hold that long. For school stationery and exercise books, confirm stock for delivery before the January term.

Delivering on a stationery order

Winning is only half the job. Deliver exactly what the order states, to the address and date given, with a delivery note signed and stamped by the receiving official. Keep copies, because invoices are usually paid only against the official order number and signed delivery note. Government is required to pay within 30 days of a valid invoice, but plan cash flow for delays. A reliable wholesale stationery partner makes repeat orders easier.

What to include in your request

  • Attach the specification or bill of quantities
  • Give the bid closing date and validity period
  • List all delivery points and dates
  • Ask for firm prices excluding VAT per line
  • Confirm stock for large or January deliveries

Frequently asked questions

Do you publish stationery tenders?
No. StationerySupplies.co.za is not a tender bulletin and does not advertise or award tenders. Look for live bids on the National Treasury eTender portal, provincial and municipal websites and in your CSD notifications. We help you get supplier prices once you have a bid.
Can a small business supply stationery tenders?
Yes. Many stationery RFQs are aimed at small and emerging suppliers, especially in local and provincial government. You need an active CSD registration, tax compliance and the required forms. Start with smaller RFQs to build a track record.
Where do I find stationery tenders in Gauteng?
Stationery tenders in Gauteng are published by provincial departments, metros such as Johannesburg, Tshwane and Ekurhuleni, and on the national eTender portal. Schools and TVET colleges also issue RFQs to suppliers on their databases.
Will suppliers quote for a bid I have not won yet?
Yes, most wholesalers are used to pricing bids. Say clearly that it is for a tender, give the closing date and validity period, and ask whether prices are firm. Share the specification so they quote like for like.
